Could your premises or event communicate effectively in an emergency?
You may not meet the requirements of the new law.
The Terrorism (Protection of Premises) Act 2025, also known as Martyn’s Law, received Royal Assent on Thursday 3 April 2025, coming into law in Spring 2027.
The law introduces new requirements for premises and events to improve preparedness for serious incidents. As part of these requirements, appropriate communication procedures must be considered and put in place so that important information and instructions can be communicated quickly and effectively during an incident.
This includes considering how staff, security teams, stewards and other key personnel communicate with each other, as well as how clear instructions can be communicated to people attending the premises or event.
The exact arrangements will depend on the size, layout, nature and circumstances of the premises or event, and what is reasonably practicable.
Under the new law, any event with 200+ attendees will typically fall into one of two Tiers:
Standard (200-799 attendees) or Enhanced (800+ attendees).
Generally, both require robust communication procedures for evacuation, invacuation, and lockdown.

Intelligibility – Emergency messages need to be clearly understood, not simply heard. We can design systems with appropriate speaker selection, positioning and coverage to improve speech intelligibility, including consideration of Speech Transmission Index (STI)

Power & Resilience - For events where higher levels of resilience are appropriate, we can consider features such as backup power, equipment redundancy and distributed system architecture to help maintain communication during a power or equipment failure.
Simplicity – Interfaces and equipment will be easy to operate for any trained staff member under what may be a high-pressure circumstance
